WhatsApp service message pricing from October 1, 2026

From October 1, 2026, replies inside the 24-hour window of the official WhatsApp API are charged. See what changes, what it costs in Brazil and how to prepare.

Short answer: from October 1, 2026, Meta charges per message for the replies a business sends inside the 24-hour customer service window of the official WhatsApp API (service messages), at the same rate as utility messages in each country. Utility templates sent inside the window stop being free too. Conversations that start from Click to WhatsApp ads remain free for 72 hours.

What changes on October 1, 2026

Since July 1, 2025 Meta has charged the WhatsApp API per delivered message, not per conversation. Until now, though, replying to a customer inside the 24-hour window (which opens with each of their messages) was free. That is what ends:

It does not matter who writes the reply: Meta counts a message typed by an agent, sent by a chatbot or generated by a third-party AI as a service message. The free WhatsApp Business app, used directly on a phone, is not part of this pricing; it applies to the official API (Cloud API).

What it costs in Brazil

Meta sets the service rate equal to the utility and authentication rate of each market, with no volume tiers. In the documentation's own example, a service message to a user in Brazil costs about US$ 0.0068 (0.68 US cents). In practice:

  • 1,000 replies a month: about US$ 6.80;
  • 10,000 replies a month: about US$ 68;
  • 50,000 replies a month: about US$ 340.

These figures follow the current rate card and can change: Meta only updates prices on the first day of each quarter (January 1, April 1, July 1 and October 1) and publishes the official rates per country on the WhatsApp Business website. Always check the current version before budgeting.

The 1,000 free messages and the September 30 deadline

Some providers, such as 360dialog, say each phone number will get 1,000 free service messages a month and that Meta will stop delivering service messages for accounts without a payment method on file by September 30, 2026. As of this post (September 26, 2026), neither point appears on Meta's official pricing page, so do not count on the free allowance in your budget.

The deadline, however, is cheap to meet: check now that your WhatsApp Business Account (WABA) has a valid payment method in Meta Business Manager, under Billing. An account without one already gets error 131042 ("Business eligibility payment issue") when sending templates, and from October the same may apply to replies.

How to cut the cost without hurting service

Now that every message sent counts, what matters is the number of messages per conversation, not the number of conversations:

  1. Merge what goes out as several messages: "Hi!", "One moment", "Checking now" and the answer itself are four charges. One complete message costs a quarter of that.
  2. Review automated messages: a greeting, a "we got your message" and a queue notice fired in a row add cost to every conversation. Keep only the one the customer really needs to read.
  3. Use buttons and lists in the chatbot: a question with options solves in one exchange what free text takes three or four.
  4. Track spend by category: separate service, utility, marketing and authentication so you know where the bill comes from before it arrives.
  5. Use the 72-hour ad window: conversations that start from Click to WhatsApp ads stay free during that period.
